In the Torah portion Behaalotcha, Rashi comments: "Why is the section of the Menorah juxtaposed to the section of the princes?" Rashi explains that when Aaron saw the dedication offerings of the princes, he felt distressed because neither he nor his tribe were included with them in the dedication. The Holy One, blessed be He, said to him, "By your life, yours is greater than theirs, for you will light and prepare the lamps" (Rashi on Numbers 8:2).
The source of Rashi's words is in the Midrash (Bamidbar Rabbah 15:6). The Midrash explains that the section of "Behaalotcha" follows the section of the dedication offerings brought by the princes (Numbers 7). It is written, "When Moses finished setting up the Tabernacle" (Numbers 7:1), and then, "Speak to Aaron and say to him, 'When you light the lamps...'" (Numbers 8:2).
The Midrash further elaborates with a verse from Psalms: "Fear the Lord, you His holy ones, for those who fear Him lack nothing" (Psalms 34:10). The tribes of Israel brought offerings, but the tribe of Levi did not. Aaron was distressed that he did not bring an offering with the princes. The Holy One, blessed be He, said to Moses, "Go and tell Aaron: Do not be afraid. Yours is greater than theirs, for you will light and prepare the lamps."
The lighting of the Menorah is a perpetual commandment, as long as the Temple stands, and it is not nullified. Additionally, the blessing of the people is given to you, as it says, "Speak to Aaron and his sons, saying, 'Thus you shall bless the children of Israel'" (Numbers 6:23).
